Moves file pointer to a specific location.

Arguments:
stream
offset
mode
stream in which to move the file pointer.
value to add to the current position
type of seek to perform
Return Value:
Remarks:
Returns 0 if successful; otherwise, returns a non-zero value and set
errno.
mode can be one of the following:
SEEK_SET – seeks from the beginning of the file
SEEK_CUR – seeks from the current position of the file pointer
SEEK_END – seeks from the end of the file
